The Bill (Reg. No.1343-1) regulates the procedure, coming into force, State record and registration of normative and legal acts. The Bill also establishes single requirements for the rule-making technique of all rule-making subjects.
For the first time, the Bill defines the types of normative and legal acts, their system and hierarchy, the procedures of their coming into force, application, registration, etc.
According to the Bill, normative and legal acts include the laws and subordinate legislation.
The Committee members believe that implementation of the Bill will facilitate further consolidation of the principle of law supremacy, and establish the criteria of legitimacy.
